I rephrase my question since nobody is telling me how to do it.
How can you import contacts from Yahoo Messenger to Windows Live Messenger?
Just add them manually.
For example: you have a contact named john.smith@yahoo.com in your Yahoo! Messenger and you want to add it to your Windows Live Messenger so just add it through the add option in your Windows Live Messenger
