No you cannot access blackberry messenger on your phone without a data plan. Your carrier activates Blackbery Connect with a data plan. You would also have to check out your carrier to see if they offer Blackberry Connect to users.
For examle, Fido of Canada no longer offers new activations for Blackberry connect even though they still advertise it on their site.
